Is that the premise?
Thus an agent inadvertently and quite easily creates the very incongruencies and others, often because of his ignorance/incompetence? Also as far as I understand this is the pitfall of using past states as resources as sure, change happens, maybe seemingly better, but still contaminated non the less.
