Writing "well Formed" Job Descriptions

Quite a few of my colleagues have commented how hard they find writing "soft measures " (their words) into job descriptions an objectives. These measures include either a qualitative measure or a relational one.

A good example would be a graphic designer who has to produce layout mockups - one great idea is better than 10 crap ones. "Great" and "crap" are obvious distortions/deletions/generalisations, so how do I help people define not only what a successful outcome looks like, but define the actions/behaviours necessary to get to them?

Has anyone done any work on helping people write objectives this way? I'd appreciate any help.
