NLP and Children Behaving Badly...

Dear All,

I have two lovely nephews one is getting on for five the other is just hitting his 2nd birthday today. The older one plays violent with the younger one and despite being told off repeatedly continues to do so as a behvaviour. I am on the belief we have paid too much attention to the younger one, of course him being the cute cuddly one we do and he is most vulnerable so he should get more attention, so this has perhaps made the older one jealous? They play fine sometimes, but today the rough play the older one did was too rough... Anyone know how to sort this kind of thing out, if at all possible? The younger one seems to lack confidence to stand up against his brother, and yet the brother also has bullying issues at school, he told me another boy kicked him and I told him to kick them back... I was bulied myself and I wish I had someone to say that to me....
