What *is* / *is not* NLP?

Hey folks,

I often hear/read references to something "not being NLP" or "being NLP" - such as recently a conversation regarding the "circle of excellence technique" NOT being NLP, and the question in another thread whether "meta-programs" are NLP.

I'm curious about how something is measured to be, or not to be, NLP.

Any thoughts?
